I think the closest festival (to Vancouver) with Taiwanese style boats is the Portland Rose Festival Dragon Boat Race (
http://www.pksca.net/home.php?layout=51667). Done that one a few times in their old boats (replaced in 2013). A great way to get injuries if you jump in and paddle them like a BUK!
