Looking at the Alcan 2007 results, it appears that the top three Novice division teams were significantly stronger teams (mid-high Recreational or even Competitive) based on their times in all but the first race.  However, it seems that all of them had slow first races for whatever reason, finishing 7th and getting stuck in the Novice division.

This does not seem to be a good thing for either those teams (who presumably would like to compete for higher division medals) or the true Novice teams (who have little chance of winning their own division if there are much faster teams that should not be there in it).

I have seen similar situations happen in other festivals.  In one case, a team got a penalty (unintentional) in an early round and therefore ended up in a lower division final which they blew out.

How does someone doing a race grid for a festival handle such a possible situation?  Would more opportunities to climb back into the higher divisions make more sense (though it may be hard to do with a limited number of races)?  Alcan's 2007 race grid allowed the Recreational teams to climb up into the Competitive division, but did not allow the Novice teams to climb up into the Recreational division.

Could the penalty situation be handled by "saving" the penalty for future races?

i was actually surprised to learn that novice teams weren't pre-designated and anyone, technically, could end up in that division.  Lots of other festivals who run corporate and first-timer divisions keep that separate, for obvious reasons.
