probably a day or two before it happens, just like every festival seems to be in the past year or so.

Found another festival:

Kent Cornucopia Days - Dragon Boat Races
14 July 2007 @ Lake Meridian, Kent, WA (outside Seattle)

http://www.seattledragonboatraces.com/
[email protected]

Entry Fees:     Outside Washington
Outside Washington $425
Local Community Teams $625
Puget Sound Corporate $775.00 - Advertising includes your company banner
Local Jr. & US $425
All Canadian (US Dollars) $325

Divisions: Womens and Mixed

I attended this last year with Gung Haggis Fat Choy.  The boats were pigs, but it was a single class (no one had the advantage).  It was held on a lake, and they used a held start.  Basically you would be racing against other teams from Seattle. 12 women's teams and 36 mixed teams in 2006 - Hot Sake (Seattle), Zamboanga (Portland), Castaways (Portland) and Wasabi (Portland) being the heavy contenders.
